Presidency Councillor Comments on Ruling Ordering Former Concessionaire of Son Pardo Hippodrome to Pay Outstanding €345,562

The Councillor of the Presidency, Toni Fuster, commented on the recent ruling by Palma’s Administrative Court No. 1, which dismissed the appeal filed by the former concessionaire of the Son Pardo Hippodrome restaurant against the settlement issued by the Mallorca Equestrian Sports Institute on June 23, 2023. The court’s decision confirms the company’s obligation to pay an outstanding debt of €345,562, corresponding to the concession fee and accumulated electricity costs during the previous legislative term.

Fuster expressed concern that “during the previous term, these amounts were not claimed despite the company having stopped paying them.” He detailed that “formal claims were not initiated until ten days before the institutional handover, by which time unpaid monthly fees amounted to €20,000 each month.”

He also noted that the concessionaire alleged having verbally agreed to a fee reduction during the previous term. In this regard, Fuster highlighted the seriousness of “allegedly accepting a verbal reduction of the monthly fee to around €400, without any formal resolution or contractual modification to justify it,” stressing that “verbal contracts are prohibited in public procurement.”

In light of these facts, the councillor announced that he does not rule out convening the Transparency Commission “so that those responsible can clarify potential irregularities in administrative management and the circumstances surrounding this concession.”
