The plan is expected to receive final approval during the plenary session on July 31, which will enable the integration of the motorway, the hospital, and the city’s industrial estate into the landscape.
The Island Commission for Territorial and Urban Planning of the Consell de Mallorca, chaired by the Councillor for Territory Fernando Rubio, has today initially approved — unanimously by all groups — the Special Plan for the Inca Facade (PEFI). This territorial instrument will promote the landscape integration of the motorway, the hospital, and the Inca industrial estate into the city’s urban fabric. The City Council has been calling for this Special Plan since 2016, and it is now one step away from final approval. As it is a territorial instrument, the Consell de Mallorca has been responsible for drafting it, which was completed last June. Today marks the initial approval, and the final approval by the Consell de Mallorca plenary is scheduled for July 31.

The Island Commission for Territorial and Urban Planning of the Consell de Mallorca initially approves the Special Plan for the Inca Facade to promote landscape improvements in the city
The area covered by the Special Plan for the Inca Facade encompasses 133 hectares located in the southeast of the urban core. While it does not involve any land rezoning, the area comprises 30.5 hectares of urban land, 50 hectares of developable land, and 53 hectares of rural land. Nearly half of this is classified as part of the general system of infrastructure, facilities, or open space.
The PEFI will allow for the growth of the Inca industrial estate, integrating it into the city through urban development plans, along with infrastructures such as the motorway and the hospital. A green lung is planned for Inca: a park situated between the hospital and the city.
Additionally, the City Council will promote landscape improvement projects in areas such as the southern boulevard, the northern boulevard, the motorway junction, and the access roads toward Palma, Sineu, Llubí, and the train stations. The PEFI also provides for the planning of urban redevelopment areas between the Sineu road and Gran Vía, the Llubí road, and Mostassaf Street.
The Special Plan for the Inca Facade defines the agricultural park located in the northeast of the city — a factor that the City Council may expand through the Inca General Urban Development Plan (PGOU). In this way, certain peri-urban areas of agricultural interest will be protected through management and planning.
