8.28 Million People Live in Stressed Rental Market Areas in Spain

The Official State Gazette (BOE) has published the declaration of 21 municipalities in Navarra, A Coruña (Galicia), and two Basque municipalities as “stressed rental market areas.” This brings the total to 301 municipalities across four autonomous communities, where over 8.28 million people currently live in areas officially recognized for excessive rent price increases.

Housing Minister Isabel Rodríguez defended the effectiveness of this measure, arguing that it helps contain rental prices. The law sets reference price indices and offers tax incentives for landlords who lower rents, while also limiting price hikes on new rental contracts. Additionally, public administrations are required to implement urgent measures to increase the rental supply within three years.

Data from Catalonia, where the policy has been applied for over a year, shows:

  • Rental prices decreased by 8.9% in Barcelona, 4.9% in stressed areas, and 4.7% across Catalonia.
  • The number of rental contracts increased, with 11,807 new agreements signed.
  • Contract stability improved, reducing speculative increases.

The new areas include San Sebastián and Galdakao (Basque Country), A Coruña (Galicia), and 21 municipalities in Navarra such as Pamplona, Tudela, Barañáin, and Tafalla.
