The Consell de Mallorca and UNED-Illes Balears have launched training programs to assist in preparing for competitive examinations and employment stabilisation in the island’s municipalities. This training initiative is part of the collaboration agreement signed between UNED-Illes Balears and the island institution in April 2025.

The Consell de Mallorca and UNED-Illes Balears launch training to prepare for competitive examinations and stabilise employment for municipal workers
In this regard, UNED has been requested to organise several training activities, with free enrollment for municipal staff, in line with the agreement signed between the Consell de Mallorca and UNED-Illes Balears. These courses are aimed at improving the skills of municipal workers to help them successfully face competitive examinations, whether through open access or internal promotion.
Pilar Amate, Minister of Economic Promotion and Local Development, explained:
“This training activity reflects the close collaboration between the UNED-Illes Balears associated center and the Department of Economic Promotion and Local Development of the Consell de Mallorca. Our joint work expands the training opportunities available to municipalities. Additionally, UNED offers this training to the general public.”
Strong reception for courses with the UNED quality seal
Among the new university extension courses to be offered by the UNED-Illes Balears associated center, two stand out: Basic Issues of Administrative Law and Introduction to the Legal Framework of Civil Servants. Each course lasts 20 hours, divided into 10 in-person and 10 online hours.
Minister Amate highlighted the positive response to this initiative, stating:
“Since April 2025, we have received over 185 requests from municipal staff interested in participating in courses organized by UNED-Illes Balears.”
She further explained:
“Stabilization processes have been a major challenge for public administrations. The significant staff turnover has highlighted the training needs of municipal workers.”
“As not everyone has secured a permanent position in these processes or obtained their preferred post, my department is fully committed to supporting their administrative careers. For this reason, we proposed to UNED the creation of several courses on common competitive examination subjects, given the success of this initiative and the high quality of content UNED consistently provides.”
Judit Vega, Director of the UNED-Illes Balears associated centre, reaffirmed her commitment to improving training opportunities for the citizens of the Balearic Islands:
“It is an honor to offer these first two training courses in coordination with the Consell de Mallorca. Moreover, they will be taught by an outstanding lecturer, Professor Jesús Fuentetaja, a full professor of Administrative Law at UNED. These are highly practical courses, which will facilitate the assimilation of concepts and their application in future competitive examinations.”
With this initiative, the Consell de Mallorca, fulfilling its role of supporting and advising municipalities—in this case through training—aims not only to improve the knowledge of public employees but also to ensure that the certifications obtained can be used in transfer competitions. These certifications, bearing the UNED quality seal, enhance the professional profiles and skills of participants.
