The Island Council of Menorca has awarded a minor contract to the company Abril Consultoría Agroambiental for the landscape design of s’Enclusa mountain and the viewpoint area of the former United States military base at s’Enclusa, located in the municipality of Ferreries. The project has a budget of €14,850 (excluding VAT) and is financed through the Tourism Sustainability Plan of the island of Menorca.
The objectives of this project are:
- To organise the natural space for controlled, safe public use, compatible with the site’s environmental and cultural values.
- To design and implement light infrastructure for access, rest areas, interpretation, and observation of the landscape and night sky.
- To restore and highlight the historical-military heritage of the former American base, integrating it into the territorial narrative.
- To ensure universal accessibility under Decree 1/2023 on accessibility in natural spaces of the Balearic Islands.
- To guarantee compliance with environmental and light pollution regulations, including the Menorca Night Sky Protection Regulation and Starlight certification.

Minor contract awarded for the landscape design of S’Enclusa mountain and the viewpoint area of the former military base
The main actions to be carried out are:
- Design of several landscape viewpoints, located at strategic elevated points with wide views of the island. These will feature certified wooden or dry-stone platforms, integrated benches, wooden or steel railings, and interpretive panels covering topics such as geology, landscape, military history, and Menorca’s night sky.
- Enabling access to the viewpoints. Existing paths will be used, with surface conditioning (compacted gravel) in compliance with Chapter II on universal accessibility in natural areas. Adaptations will include ramps with slopes of less than 8%, resting platforms, and continuous non-slip pavement. Signage will include direction and distance markers, railings with easy-to-read and Braille interpretation, and emergency route signage for evacuation in case of fire.
- Creation of rest areas with educational and environmental functions, located between viewpoints. These will include benches and natural shade or light structures, picnic spaces, and selective waste collection bins. Thematic panels will cover the Biosphere Reserve, Mediterranean fauna and flora, and the historical use of the site, with QR codes linking to audio, video, and testimonials.
- Design and regulation of recreational and interpretive use of the area for orderly and sustainable public access. The design will include walking and observation circuits; quiet areas to contemplate the landscape and night sky with indications to maintain silence and respect fauna; thematic interpretive routes on biodiversity, geology, military heritage, and astronomy; educational and leisure activities; fire and noise restrictions; and a visitor flow regulation system. The military history of S’Enclusa will be incorporated with panels on the Cold War and the American presence, along with self-guided routes for the rest of the base. Finally, viewpoints adapted for night observation and astronomical panels explaining Starlight certification will be implemented.
