Health Ministry Approves Classification of Over 500 Ambulance Transport Workers, Pending Since 2018

GSAIB and the unions have reached an agreement to officially recognise transferred staff with Emergency Medical Technician (EMT) qualifications in both emergency and non-emergency medical transport services.

The public company Gestión Sanitaria de las Illes Balears (GSAIB), which oversees technical personnel for both urgent and scheduled medical transport, has reached an agreement with the unions CCOO, FS-TES, UGT, and USAE to classify technical staff—a long-awaited measure pending since 2018, when staff were transferred to the new management. As a result of this agreement, the planned strike in September and other announced protests have been called off.

Health Ministry Approves Classification of Over 500 Ambulance Transport Workers, Pending Since 2018

This agreement, which will benefit more than 500 professionals, is now pending approval from the respective works councils for urgent and scheduled transport technicians, as well as a favourable report from the Directorate-General of Public Administration.

Under the agreement:

  • Urgent transport staff will be classified as Emergency Medical Technicians (EMTs) if they hold the required qualification, or as Authorised Technicians if they lack formal certification but have worked in this role in recent years.
  • For scheduled (non-emergency) transport, the following categories are recognised:
    • EMT: for personnel holding the official EMT qualification,
    • Healthcare Transport Technician: for those with the relevant professional certificate,
    • Authorised Technician: for those without formal qualifications but who have been working in the field in recent years.

This agreement also recognises for the first time the dual assignment within scheduled transport services, leading to necessary updates in the job position classification system and adaptations to the collective bargaining agreement to include the new professional categories.

Moreover, the agreement will unlock internal promotion processes, geographic mobility, and competitive hiring procedures, all of which had been suspended due to the lack of classification.

GSAIB described the agreement as “a very significant step forward” after more than eight months of negotiations. The organisation also expressed appreciation for “the collaborative spirit and willingness to reach an understanding shown by social partners,” and highlighted the full cooperation of the Directorate-General of Public Administration and the Balearic Islands Health Service, in recognition of the professionals’ contribution to the public health service of the Balearic Islands.
