Spain Increases Humanitarian Aid to Palestine through AECID

Since October 7, 2023, Spain has allocated €76 million in humanitarian assistance to address the worsening crisis in Palestine — €20 million of which has been sent in 2025 alone.

The Ministry of Foreign Affairs, European Union and Cooperation, through the Spanish Agency for International Development Cooperation (AECID), has significantly stepped up its humanitarian response to the ongoing emergency in Gaza and the West Bank, to assist more than 3 million people.

“Spain is currently doing more for Palestine than any other country. We cannot allow international humanitarian law to continue being systematically violated through forced displacements and mass deaths due to hunger,” stated Minister José Manuel Albares, adding that Spain is “leading international efforts, particularly in Europe.”

Growing commitment

Palestine has long been a priority for AECID’s humanitarian work. In 2025, the agency aims to assist 3 million of the 3.3 million people in need of humanitarian support across Gaza and the West Bank. The situation is critical due to mass displacement, infrastructure destruction, and Israeli-imposed access restrictions. Key areas of intervention include:

  • Water, sanitation, and hygiene
  • Shelter and housing
  • Site management
  • Health care

First half of 2025: Aid summary

So far this year, €20 million in aid has been provided via AECID, broken down as follows:

  • €15.5 million approved on April 15 by the Council of Ministers for UNRWA, OCHA, and ICRC.
  • €1 million allocated to the West Bank Protection Consortium.
  • €3 million has been granted to five Spanish NGOs through a special emergency process.
  • Activation of five emergency agreements with Caritas Española, OXFAM Intermón, Save the Children, Action Against Hunger, and the Spanish Red Cross.
  • Direct aid operations funded, including medicines, medical equipment, and emergency shelters.

Humanitarian shipments

Three humanitarian missions to Gaza have been carried out in 2025:

  • February: 12 tons of medical supplies.
  • March: 380 family tents, coordinated with the EU Civil Protection Mechanism.
  • August: 12 tons of food supplies, in collaboration with the Ministry of Defence, to assist up to 11,000 people.

Evolution of Spanish support

  • In 2023, AECID’s initial €4 million commitment was more than doubled after October to €10.63 million.
  • In 2024, €22.9 million in aid was delivered through UNRWA, OCHA, UNICEF, WFP, ICRC, and other organisations.
  • Additional support targeted gender-based violence survivors, included three field operations, and activated emergency agreements with Caritas Española, OXFAM Intermón, and Save the Children.
