This plan is activated annually by protocol to address the flood season with greater prevention and response capacity.
The Directorate-General for Emergencies and Interior (DGEI) has activated the Special Flood Risk Plan (INUNBAL) in its pre-emergency phase, in force from August 15 to November 30, to strengthen operational response capacity in anticipation of possible flooding episodes during the autumn—especially in a context of high temperatures accumulated over the summer and sudden changes in atmospheric conditions.
According to Pablo Gárriz, Director-General for Emergencies and Interior, “the activation of the plan’s pre-alert phase aims to reinforce the monitoring and control systems for phenomena that could cause situations with risk of damage. In this phase, available resources and the operational status of the different emergency agencies are evaluated to speed up and optimise response mechanisms.”

The Government activates the INUNBAL Plan in the pre-emergency phase
This activation is carried out by the forecasts included in the INUNBAL Plan and foresees that the services involved will share organisational updates, technical knowledge, and advances in prevention. In this regard, the Director-General for Emergencies and Interior informed participants of the recent creation of INUNCAIB, the new integrated flood-risk management body, which is expected to increase safety guarantees for the population and consolidate existing coordination, now reinforced with the latest technological advances.
To anticipate risks, AEMET provides weather forecasts that make it possible to identify atmospheric behaviour and its probable consequences. In parallel, the DGEI estimates the impact of these consequences based on historical trends recorded in similar situations. This dual analysis will allow the various participating services to prepare their resources in advance and design preventive and self-protection messages for the public in a coherent and coordinated manner.
Regarding the activation of plans to respond to phenomena derived from adverse weather, in 2024 the Autonomous Community of the Balearic Islands activated emergency plans on 281 occasions, addressing various types of adverse meteorological phenomena (coastal events, heavy rainfall, storms, fog, high temperatures, rip currents, low temperatures, etc.) depending on the island affected.
The INUNBAL technical support group met today with representatives from AEMET, Environmental Agents, Fire Brigades from all islands, Island Councils, UME, SAMU061, Directorate-General for Water Resources, EMAYA, IBANAT, Local Police, National Police Corps, Civil Guard, and ISPIB to strengthen operational coordination for the autumn season.
With this activation of the plan and the consolidation of the new INUNCAIB, the Government reaffirms its commitment to early prevention, strong institutional coordination, and an effective, technologically advanced response to extreme weather events.
