The Consell de Govern has approved the signing of a collaboration agreement between the Ministry of Education and Universities and the Mallorca Island Council (Consell Insular de Mallorca) to enable vocational education and training (VET) students to carry out their practical training in various departments and services of the island’s administration.
This agreement supports the implementation of the FEMPO phase (practical training in a company or equivalent body) within the public administration and marks the first time such a collaboration has been formalised at a general level. Until now, individual schools arranged training placements independently.

Real-life training within the public sector
With this initiative, the Mallorca Island Council reinforces its commitment to education by offering training placements in several professional areas. The aim is to allow students to apply their knowledge, develop professional skills, and gain hands-on experience in a real work environment, thus improving their employability.
The Ministry of Education and Universities sees this agreement as a key step in strengthening the ties between schools and public institutions, contributing to a more complete and job-oriented vocational education.
Fourteen professional fields and three training levels
The agreement covers fourteen vocational fields taught in public education centres across the island, including:
- Social and community services
- Information technology and communications
- Hospitality and tourism
- Physical and sports activities
- Graphic arts
- Construction and civil works, among others.
Eligible students include those enrolled in Level C (professional certificates), Level D (basic, intermediate, and advanced vocational programs), and Level E (specialisation courses).
Academic internships without employment obligations
Each school will define the specifics of the training through an annexe, detailing the number of participants, available facilities, schedules, and coordination between academic and workplace tutors. These internships will be academic, unpaid, and non-contractual, and under no circumstances may they replace employed staff.
The agreement will take effect during the current academic year and will remain valid until August 31, 2028, with the option to extend it through 2032.
