Spain to Replace Analogue Gas Meters with Smart Devices Under New Energy Plan
The draft regulation, currently under public consultation, forecasts savings of over €800 million throughout the lifespan of the new devices. Importantly, it is expected that consumer bills will remain unaffected thanks to efficiency gains.

The new meters will provide:
Lower energy usage and greenhouse gas emissions.
Real-time, detailed consumption data for consumers.
Improved fraud detection and prevention.
Support for renewable gases like hydrogen (initially 10%) and biomethane.
Two-way communication and remote shut-off capabilities for added safety.
📅 Rollout Timeline
The plan outlines specific milestones:
At least 20% of analogue meters will be replaced by 31/12/2028.
50% by 31/12/2030.
80% by 31/12/2032.
High-consumption homes (over 50,000 kWh/year) will be required to adopt smart meters within five years of the regulation’s entry into force. After 2035, only 2% of meters may remain analogue, provided technical or justified reasons.
💶 Economic Impact and Emission Reduction
While rental fees for the new devices will rise by €0.46/month, this will likely be offset by reduced gas consumption. The project is expected to lower gas use by 1.8–5% and cut annual CO₂ emissions by 242,000 tonnes, plus additional savings from fewer technician visits.
