The Ministry of Education and Universities, through the Directorate General for Early Childhood, Diversity Support, and Educational Improvement, continues to expand its direct involvement in managing first-cycle early childhood education centres (0–3 years), consolidating a model that guarantees equity and educational quality from the earliest years of life.

The Ministry of Education and Universities strengthens direct management of 0–3 “escoletes”
Specifically, the new early childhood education centres that the Ministry will manage starting in the 2025/2026 school year are:
- EI Can Baix Sol (Marratxí): two baby classrooms, four classrooms for children aged 1–2, and four for children aged 2–3.
- EI Santa Eulària: three baby classrooms, three for children aged 1–2, and three for children aged 2–3.
- EI Sant Rafel (Sant Antoni de Portmany): one baby classroom, two for children aged 1–2, and two for children aged 2–3.
In addition, the following primary schools (CEIP) will offer first-cycle early childhood education classrooms in the 2025/2026 school year:
- CEIP Sant Carles (Santa Eulària des Riu): two classrooms for each age group (babies, 1–2, and 2–3 years).
- CEIP Guillem Ballester i Cerdó (Muro): two classrooms for each age group.
- CEIP Na Penyal (Cala Millor): two classrooms for each age group.
- CEIP Fornells: one mixed-age classroom.
- CEIP Gabriel Palmer (Estellencs): one mixed-age classroom.
- CEIP Miquel Porcel (Palma): one classroom for 1–2-year-olds and one for 2–3-year-olds.
- CEIP Sa Indioteria (Palma): one classroom for 1–2-year-olds and one for 2–3-year-olds.
- CEIP Caimari: two mixed-age classrooms.
In the previous 2024/2025 school year, the Ministry had already taken a significant step in this expansion by incorporating the first cycle of early childhood education in five CEIP:
- CEIP Anselm Turmeda (Palma): one classroom for 1–2-year-olds and one for 2–3-year-olds.
- CEIP Son Pisà (Palma): two classrooms for 2–3-year-olds.
- CEIP Joan Veny i Clar (Campos): one classroom for 2–3-year-olds.
- CEIP Mare de Déu de la Consolació (Santanyí): one classroom for 1–2-year-olds and one for 2–3-year-olds.
- CEIP Nadal Campaner Arrom (Costitx): one classroom for 1–2-year-olds and one for 2–3-year-olds.
It is worth noting that the Balearic Islands have become the first autonomous community in Spain to implement a specific charter school agreement system for the first cycle of early childhood education (0–3 years). This pioneering measure has, for the first time, enabled the incorporation of publicly funded places in this stage, promoting equity, accessibility, and the gradual introduction of free education for families, as well as the consolidation of a quality educational model from the earliest ages.
Since the 2023/2024 school year, the first cycle of early childhood education has been free of charge in the Balearic Islands, both in public centres and in municipal “escoletes” that have agreements with the Ministry.
