A €13 million budget will provide training opportunities for both employed and unemployed individuals, as well as vulnerable groups
The Employment Service of the Balearic Islands (SOIB) has approved two grant calls for the period 2025–2027 to strengthen vocational training in Level B programs and improve citizens’ employability. The grants, with a total budget of €13 million, are divided into a general line for employed and unemployed individuals and another line specifically aimed at vulnerable groups facing particular training or employment integration challenges.
It should be noted that these subsidies are awarded to training entities that apply to deliver the courses set out in the call. Eligible centres must be authorised to provide Level C vocational training programs, located within the territory of the Balearic Islands, and registered in the corresponding official registries. SOIB’s own training centres are excluded.

The SOIB launches two grant calls to boost vocational training in Level B programs through 2027
Level B programs are one of the new offerings of Vocational Training regulated by Organic Law 3/2022. They are official, short-term, modular training courses that partially certify professional competences and can be accumulated to complete learning pathways leading to a professional certificate (Level C). This modality enables individuals to quickly enhance their employability and progress within the vocational training system.
The first call, aimed at employed and unemployed individuals, has a budget of €11 million: €7 million for unemployed people (€4.2 million in 2025 and €2.8 million in 2027) and €4 million for employed people (€2.4 million in 2025 and €1.6 million in 2027). This line will finance the delivery of Level B vocational training, professional modules not included in Level B programs, and training in companies or equivalent organisations (FEMPO), always in face-to-face mode.
The second call, with a budget of €2 million (€1.2 million in 2025 and €0.8 million in 2027), is targeted at the training of vulnerable groups. It includes Level B programs at levels 1 and 2, as well as modules not included in Level B and an 80-hour training period in companies (FEMPO). Beneficiary entities must be authorised centres with at least two years of experience in working with individuals who face training or labour market integration difficulties. The target group includes people over 16 years of age without qualifications, with insufficient educational backgrounds, or at risk of social exclusion.
In both cases, training must begin once the grant award has been notified and must be completed, including the in-company training, before March 31, 2027.
With these two lines of grants, the SOIB reaffirms its commitment to vocational training and labour market integration, offering citizens new learning opportunities adapted to labour market needs, with special attention to the most vulnerable groups. These Level B calls are funded by the Ministry of Education, Vocational Training and Sport through the Sectoral Conference on Vocational Training for workers.
