Barcelona, September 5, 2025. Spain’s Minister of Economy, Trade and Enterprise, Carlos Cuerpo, announced at the Spain-Italy Business Forum a set of four concrete proposals aimed at reducing administrative burdens for companies and strengthening the European single market.

Developed in collaboration with Professor Enrico Letta and shared with the European Commission, the initiatives seek to simplify regulations, expand access to resources, and foster a more dynamic business environment.

Spain proposes four initiatives to ease business operations and deepen the integration of the EU single market

“Our goal is to build a regulatory framework that allows companies to focus on what they do best: innovate, grow, and create jobs,” the minister stated.

The proposals include:

• A single EU information portal, providing comprehensive and multilingual guidance on regulatory compliance to help SMEs overcome linguistic, cultural, and legal barriers.
• Improved access to public procurement, using artificial intelligence to aggregate national and regional tenders across Europe, opening cross-border opportunities.
• Mutual recognition of SME credit ratings, to facilitate financing and support business expansion across the Union.
• A securitisation platform, standardizing processes and reducing costs to enable cross-border loan aggregation and boost growth financing.

Cuerpo highlighted that countries such as Italy, Portugal, and France are open to joining these initiatives, stressing that now is the time to reshape Europe’s competitiveness agenda through strong cooperation among Member States and enhanced public-private collaboration.
