The Balearic Islands Office for Energy Transition (OTEIB), part of the Ministry of Business, Self-Employment and Energy through the Balearic Institute of Energy (IBE), has seen a sharp increase in demand for its services this year.
In August, the office handled 632 inquiries, a 127% rise compared to the same month in 2024 (278). From January to August 2025, OTEIB recorded 11,711 consultations, nearly double the figure for the same period last year (5,889).

OTEIB doubles public service in August and surpasses 11,700 consultations in 2025
This upward trend also applies to training and outreach activities, which have grown from 85 in 2024 to 178 so far in 2025 (+47.8%).
The most common requests in August related to grants and sustainable mobility: assistance with procedures (233), information about the MELIB transport network (125), updates on case files (110), and calls for funding programs (88).
As for the user profile, 61% had already contacted the office before, and 10% were MELIB users. In terms of communication channels, 54% of consultations were in person, 34% by phone, and 22% via email.
Technical support for municipalities
Supporting local councils is another key focus of OTEIB. Up to August, the office has carried out 134 technical assistance actions, mainly involving electricity supply optimisation, photovoltaic projects, shared self-consumption, sustainable energy and climate plans, tenders, and legal issues.
In Mallorca, service charters have been presented in Mancor de la Vall, Deià, and Valldemossa, while meetings with Felanitx have focused on energy optimisation and cooperation with social services. Reports for Banyalbufar and Algaida suggested savings estimated at €3,560.
In Menorca, OTEIB supported Es Castell Town Council with shared self-consumption registration and inspected the photovoltaic installation at IES Maria Angels Cardona. In Ibiza and Formentera, a follow-up was carried out for the signing of a collective self-consumption agreement with the IBE.
In total, 196 specific municipal inquiries have been handled.
Awareness-raising activities
OTEIB also reinforced its educational role. In August, it prepared September workshops on energy billing, requested by social entities and municipalities, and launched the third phase of support for 13 IBE shared self-consumption projects.
So far, more than 630 people have been invited to take part in these awareness-raising activities in 2025.
