The 2025 Strait of Gibraltar Operation concludes with record numbers of vehicles and passengers

3,488,208 passengers and 857,851 vehicles crossed Spain between June 15 and September 15, 2025, representing a 2.9 per cent increase compared to 2024.

The 2025 Strait of Gibraltar Operation concluded on Monday, September 15, with record figures for both vehicles and passengers, up 2.9% compared to 2024. In total, 3,488,208 passengers and 857,851 vehicles crossed the Strait smoothly and safely, marking the largest movement of people between the two continents over three months.

The increase in passengers compared to 2024 was 97,002 (a 2.9% rise from last year), while the increase in vehicles between 2024 and 2025 was 24,500, bringing the total to 857,859 vehicles that crossed Spain during the 2025 Strait Operation, coordinated by the Directorate General for Civil Protection and Emergencies of the Ministry of the Interior.

In 2025, the OPE (Operation Paso del Estrecho) ran from June 15 to September 15, a period in which detailed planning was implemented for the weeks and days of expected peak traffic, to prevent any situation that could disrupt the operation’s flow.

The Strait of Gibraltar Operation has been organised since 1986, managing the round-trip movement of citizens of Maghreb origin travelling from several European countries to North Africa during the summer season. The goal is to ensure the smooth and safe transit of Maghreb citizens through the Peninsula. It is the most complex and unique operation carried out between two continents, and once again this year, it unfolded smoothly and without incidents.

The 2025 Strait Operation was made possible thanks to the extensive deployment working at full capacity, coordinated between the Directorate General for Civil Protection and the Directorate General for Traffic.

In addition, many government bodies took part, such as State Ports and the Directorate General of the Merchant Navy (Ministry of Transport, Mobility, and Urban Agenda); the Directorate General of Public Health (Ministry of Health); and the government delegations and sub-delegations in the regions where the embarkation ports are located.
