The Balearic Islands’ Minister of Housing, Territory and Mobility, José Luis Mateo, presented this Thursday in Madrid the Government’s main measures to increase the supply of affordable housing. The event brought together regional ministers, administrations, and sector associations to discuss new urban planning regulations across Spain.
Mateo explained that the recently approved Law 4/2025, of July 18, introduces strategic residential projects to unlock urban and developable land in municipalities with more than 10,000 inhabitants. This new framework is designed to shorten processing times —which currently exceed ten years in some cases— to an estimated period of just 18 to 24 months by integrating zoning, land redistribution, and urbanisation into a single procedure.

Minister Mateo outlines new Land Law to boost affordable housing in the Balearic Islands during Madrid meeting
According to the minister, nearly 5,000 affordable homes are already in the planning phase, all aimed at residents of the islands. The Law requires that 50% of the building capacity in these projects be allocated to protected or price-limited housing, reserved for people who have lived in the Balearic Islands for at least five years. In addition, municipalities will receive 15% of land use rights to build additional public housing.
Mateo emphasised that this legislation strengthens the Government’s housing action plan, developed in partnership with local administrations and the private sector, to respond to the long-standing housing emergency faced by Balearic residents.
