Councillor Bestard announces that the historic vessel will receive the highest level of cultural heritage protection.
The Consell of Mallorca has begun proceedings to declare the fishing boat Rafael, built in Palma in 1915, as a Property of Cultural Interest (BIC). The inclusion of this vessel in the BIC catalogue will grant it the highest level of protection established by the Balearic Historical Heritage Law.
The Department of Environment, Rural Affairs and Sports has proposed this designation to ensure the preservation and protection of this emblematic example of Mallorca’s maritime heritage.

The Consell of Mallorca Begins the Process to Declare the Boat Rafael a Cultural Heritage Site (BIC)
The Second Vice President and Minister of Environment, Pedro Bestard, stated:
“We know this nautical treasure has great cultural and historical value. That is why we want to grant it this important protection status — to preserve and promote the history of this vessel and Mallorca’s maritime tradition. The BIC designation requires a strict protection framework to ensure its conservation.”
The Island Commission for Historical Heritage of Mallorca has approved the initiation of the BIC declaration process, which grants the Rafael provisional protection throughout the entire procedure, as provided by current heritage law.
Comprehensive Restoration at the Mestres d’Aixa Workshop
In August 2025, the Rafael was transferred to the Mestres d’Aixa Workshop, managed by the Maritime Heritage Unit of the Consell of Mallorca, where it is undergoing a comprehensive one-year restoration. The project includes a full structural review and the recovery of original components.
During this period, the vessel will be open to guided educational visits, primarily for school groups, allowing students to explore the cultural and historical significance of this traditional fishing boat. Built in 1915 by the Llompart shipyards in Palma, the Rafael follows the craftsmanship of Mallorca’s traditional boatbuilders, measuring 12.9 meters in length and accommodating 25 passengers.
The Consell of Mallorca has signed a collaboration agreement with the current owner, Jan Santolaria Curel, son of Joan Santolaria Sarabia, who owned the boat for over 30 years and played a key role in maintaining and promoting traditional Latin sail navigation. The agreement includes the temporary free use of the vessel until the Consell completes the final purchase.
