October 17, 2025. The Minister of Labour, Public Service and Social Dialogue of the Balearic Islands, Catalina Cabrer, took part today in Luxembourg in the Council of the European Union on Employment and Social Policy (EPSCO), representing all Spanish autonomous communities. She was accompanied by Ismael Alonso, Director of the Balearic Employment Service (SOIB).
During the meeting, which gathered the Labour and Social Affairs Ministers of the 27 EU Member States, the Council adopted conclusions on independent living and the full participation of people with disabilities. The session, chaired by the Danish Presidency, addressed issues related to social inclusion, equal opportunities, and disability rights.

Cabrer emphasised the central role of employment as a driver of inclusion, stating that “work enables people with disabilities to develop autonomy, contribute to society, and live with dignity.”
She spoke on behalf of all Spain’s autonomous regions, which reached a common position on the conclusions approved by the Council. This position was coordinated by the Balearic Islands, in cooperation with the Ministry of Equality and the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda. Minister Ana Redondo also attended the session.
Through this coordination role, the Balearic Islands have helped strengthen a European position on inclusion, accessibility, and social rights, consistent with the United Nations Convention on the Rights of Persons with Disabilities and the European Disability Strategy 2021–2030.
Cabrer described this milestone as “a key step forward toward a more inclusive Europe, where everyone has equal opportunities to live and work with autonomy and dignity.”
She also recalled that the upcoming Quality Employment Plan of the Balearic Islands (POQIB 2024–2027) will include specific measures to promote the employment of people with disabilities, such as tailored training programs, hiring incentives, and cooperation with social organizations.
With this plan, the Balearic Government reinforces its commitment to inclusive, accessible, and high-quality employment, ensuring equal opportunities for all.
