The Balearic Islands Tax Agency (ATIB) and the Ciutadella Town Council have signed an agreement granting the regional agency responsibility for the management and collection of local taxes and other public revenues. With this decision, Ciutadella becomes the first municipality in Menorca to delegate its tax collection duties to the ATIB.

Under the new arrangement, the ATIB will carry out tax collection in both voluntary and enforcement periods, manage certain local taxes, and oversee sanctions related to traffic, road safety, and municipal by-law infringements. The aim is to improve efficiency, simplify administrative procedures, and provide faster, more accessible service to citizens.

The Balearic Tax Agency to manage and collect municipal taxes in Ciutadella

At the presentation ceremony, held at the Ciutadella Town Hall, ATIB’s tax administrator, Alberto Roibal, and Ciutadella’s mayor, Llorenç Ferrer, highlighted the importance of the agreement. Roibal stated that the initiative “will bring the administration closer to residents, simplify tax procedures, and make payments easier,” referencing tools such as the Single Property Transfer Declaration (DUTI) and unified traffic fine management.

The agreement builds on a protocol signed in July 2024 by Antoni Costa, the Balearic Minister of Economy, Finance and Innovation, and the former mayor of Ciutadella, Juana Mari Pons. The town council officially approved the delegation in November 2024.

With Ciutadella’s incorporation, 53 municipalities across the Balearic Islands, along with the Island Councils of Mallorca and Formentera and the Mallorca inter-municipal associations, have now entrusted the ATIB with managing and collecting their taxes and other public revenues.

In addition, the ATIB will soon open a permanent office in Ciutadella, providing in-person taxpayer assistance for all delegated services. This office will also handle regional tax matters, including property transfers, documented legal acts, inheritance and donation taxes, and will offer the Renta Ágil service for simplified income tax management.
