The Technical Hospitality Board, chaired today by Catalina Cabrer, reviewed the progress made by the hotel sector in implementing workload assessments for housekeeping staff. The meeting, organised by the IBASSAL, brought together representatives from the administration, trade unions and hotel associations.
According to the data presented, almost 60% of hotels across the islands have already begun the measurement process, and several have fully completed their reports. It was also noted that between 20% and 30% of establishments are struggling to finalise the assessments, despite being required by the collective agreement. The remaining hotels are still gathering information.

60% of hotels in the Balearic Islands are already assessing room attendants’ workload levels
To address these challenges, all parties agreed to analyse the situation of each hotel over the coming months and present a detailed report in February with proposals to help establishments complete the process.
Hotel associations reported significant progress:
- In Mallorca, 50% of member hotels have completed their assessments.
- In Ibiza and Formentera, 45 out of 79 monitored establishments have finished the report.
- In Menorca, 85% of hotels are actively carrying out the measurements.
Unions also contributed data: UGT has shared training materials and recorded assessments in 196 of the 338 hotels where it holds majority representation. CCOO has visited 113 establishments, confirming that 96% are already measuring workloads and a small percentage have completed the process.
This workload assessment system for room attendants is a pioneering initiative in Spain. Each report is specific to the individual hotel—adapted to its staffing structure, typology and internal organisation—and serves as a tool to identify tailored improvements.
