The Council of Mallorca, through an investment of €27 million to strengthen municipal social services, consolidates its national leadership with the selection of two of its own good practices at the XXXII National Congress of Directors and Managers of Social Services. The IMAS has been identified as one of the technical benchmarks at the national level thanks to the inclusion of two of its projects in the congress programme held in Fuenlabrada (Madrid), which constitutes recognition of its quality, innovation and representativeness in the sector.

The two selected projects are: firstly, the “Good Practices Bank”, an initiative directly supported by the Basic Community Social Services Financing Plan 2025-2027 promoted by the Council of Mallorca together with the Basic Community Social Services of Mallorca and the Community Prevention and Territorial Support Service of the IMAS; and secondly, the “Protocol for referral, coordination, monitoring and collaboration between the Child and Adolescent Protection Service and the Addiction Behaviour Units in Mallorca”.

The Mallorcan Institute of Social Affairs (IMAS) has been nationally recognised for its innovation and coordination in social services.

The Good Practices Bank project, presented at the congress by Carmen Martínez, Head of the Community Prevention and Territorial Support Service, is an instrument of the Council of Mallorca aimed at recognising the work of municipal teams and promoting innovation and quality in care. It has a preventive vocation, promoting early detection of social needs and anticipating situations of vulnerability, enabling the sharing of successful experiences among island municipalities and consolidating a more efficient, coordinated and prevention-oriented social services network.

Meanwhile, the Childhood and Addiction Behaviours Protocol strengthens the protection of children and adolescents with addictions or risk behaviours, enhancing coordination between the IMAS child protection teams and the Addiction Behaviour Units of Mallorca. The project, presented by Albert Moratinos, Head of the Social Services, Childhood, Adolescence and Family Department, aims to guarantee comprehensive and specialised care, avoid duplication and ensure that each minor receives the most appropriate professional support.

According to Guillermo Sánchez, President of IMAS and Councillor for Social Welfare, this recognition “demonstrates that IMAS is a benchmark of good practices across the State. We have managed to combine the experience of our professionals with a modern and innovative management, focused on people and on improving the quality of social services.”

Apol·lònia Socias, Island Director of Social Services, Childhood and Family, adds that “the value of these projects is that they directly improve people’s lives. The Good Practices Bank helps municipalities to offer more effective services, and the Childhood Protocol guarantees a quick and coordinated response for the most vulnerable minors. They are clear examples of a working model based on collaboration and technical rigor.”

Through this participation and recognition, the Council of Mallorca, via IMAS, consolidates its position as a leading institution in social innovation and in defending a people-centred care model, rooted in the territory and supported by the budgetary and technical commitment that enables strengthening the island’s social services network.
