New Marine Conservation Plan presented before the Fisheries Council of the Balearic Islands

The 38th session of the Fisheries Council served as the setting for the presentation of a strategic proposal aimed at strengthening marine protection and promoting sustainable management of the archipelago’s fishing resources. The meeting, hosted at the Ministry of Agriculture, Fisheries and Natural Environment, was chaired by Miquel Socias, with the participation of Minister Joan Simonet, Director General of Fisheries Antoni M. Grau, Director General of Natural Environment Anna Torres, and representatives from the Balearic Islands’ fishing sector.

This Marine Conservation Plan is designed as a comprehensive roadmap structured into eight strategic areas and 28 specific actions. It addresses key issues, including the preservation of marine spaces, improved fisheries management, the promotion of applied scientific research, co-management, and the involvement of all sectors linked to the sea.

Minister Joan Simonet emphasised that the Balearic Islands are already a Mediterranean leader in marine conservation but have the potential to become a global benchmark. He noted that the plan includes measures aimed at restoring a thriving aquatic environment, improving the condition of fisheries resources and engaging fishing and nautical communities in the decision-making process.

Among the most significant commitments are the designation of at least 10,000 hectares of highly protected marine areas in regional waters during the current legislative term; the approval, before the end of 2026, of an action plan for the conservation of elasmobranch species; the completion of outstanding management plans for protected natural areas; and the integration of the entire fishing fleet into a co-management framework by 2030.

The plan seeks to balance marine protection with the continuation of traditional fishing activity, promoting shared management between public administrations, fishermen’s guilds, conservation organisations and scientific experts. The goal is to create a dynamic and participatory tool adapted to the realities of the Balearic Islands.

The session also addressed regulatory and planning initiatives related to marine and fisheries management. These included the analysis of potential changes to Decree 41/2015 on marine reserves in inland waters, the possible modification of the Marine Reserve of Els Freus (Ibiza–Formentera) and updates concerning artisanal and recreational fishing practices.

As the main consultative body for maritime fisheries in the archipelago, the Fisheries Council includes representatives from island councils, the ports authority, harbour administration, fishermen’s guilds, sporting federations, conservation groups and recreational fishing associations. The meeting concluded with an open discussion where participants shared concerns and proposals that will help shape future actions aimed at reinforcing sustainability and protecting the marine environment.
