The Department of Territory, Mobility and Infrastructure has delivered the new urban development plan to the Lloret de Vistalegre Town Council, marking the start of the process for its initial approval.
The new planning document lays the groundwork for a more compact and sustainable urban model, prioritising the use of existing undeveloped plots within the town and increasing land designated for public facilities and services. Planned developments include a day care centre for the elderly, park-and-ride facilities, the expansion of the local school and the construction of public housing.
The handover was attended by the head of the Department of Territory, Mobility and Infrastructure, Fernando Rubio; the Island Director for Urban Planning and Municipal Development, Maria José Frau; and Lloret’s mayor, Sebastià Amengual. The plan represents a significant step towards modernising the town’s urban framework and improving residents’ quality of life.

Mallorca Delivers New Urban Development Plan to Lloret Town Council for Initial Approval
The new General Urban Development Plan (PGOU) has been drafted under a technical cooperation programme aimed at assisting municipalities with fewer than 10,000 inhabitants. Until now, Lloret de Vistalegre had relied on outdated planning regulations dating back to 1981, making this the municipality’s first comprehensive general plan and an update after more than 44 years.
The document combines both structural and detailed planning in a single framework, following changes introduced in the Urban Planning Law of the Balearic Islands. Its main objectives include concentrating growth within the urban core, protecting natural areas and agricultural land, improving access to public facilities, reducing resource consumption and promoting the use of renewable energy for self-consumption.
The new regulations set a maximum population growth of 1,421 residents for the urban centre, which currently has around 1,000 inhabitants, defining the town’s development capacity for the next 15 years.
Key planning measures
Regarding urban land, the plan reduces the area currently classified as urban. Land previously reserved for a northern and western bypass road that was never built is reclassified, as are the plots occupied by the cemetery. By contrast, Josep Nicolau Promenade and Sa Font Road are now designated as urban land.
Three new developable areas are included, mainly intended for public infrastructure and services. Son Pere Road is designated for residential use, allowing both subsidised and private housing, along with a day care centre and a municipal car park. Sa Costa will host peripheral parking areas, while the Vall de sa Riba zone is fully allocated to public facilities, including the expansion of the local school.
With regard to rural land, the plan aligns with the Mallorca Territorial Plan and strengthens the protection of environmentally valuable areas, particularly Sa Comuna de Lloret, classified as a Natural Area of Special Interest with a High Level of Protection (AANP).
