Local institutions in Menorca, together with the municipalities of the island, have formalised a new cooperation agreement aimed at improving the care of companion animals and continuing the management of community cat colonies throughout 2026. The unified agreement has a maximum budget of €400,000 and ensures continuity of ongoing actions while each town finalises its own feline-management plans.
Authorities highlight that the progress achieved in recent years—more than 2,000 community cats neutered—warrants the extension of the programme during this transitional phase. Each municipality already has a draft of its management plan, including cost estimates and operational guidelines.

Menorca strengthens its commitment to animal welfare through a new island-wide agreement for 2026
Funding will be distributed between the shelters of Maó and Ciutadella, each receiving €145,000 to manage domestic animals. An additional €55,000 per shelter will support sterilisation, identification and deworming of community cats under the CER method, the hiring of specialised trappers, and the incorporation of canine behaviour trainers to increase the adoption of dogs with behavioural challenges.
Half of the total budget will be covered by the island authority, while the remaining €200,000 will be financed by the municipalities according to criteria such as population, territorial size, number of urban units, and animals registered in the local census. The financial contributions for 2026 are:

With this agreement, Menorca reinforces its commitment to responsible animal welfare policies and to coordinated management of domestic and community animals. It also ensures continuity of effective measures and advances toward the definitive implementation of municipal feline-management plans.
