Access to self-consumption grants was reactivated, and the recovery of previously revoked investments was enabled due to the incentive-effect rule

The Regional Ministry of Enterprise, Self-Employment and Energy has launched a new aid scheme with a budget of €2 million to support self-consumption installations —with or without storage— for companies and organisations engaged in economic activity across the Balearic Islands.

This grant call, part of the Energy Transition Investment Plan (PITEIB) and funded through Next Generation EU, opens the door for projects that were rejected in previous rounds due to the strict application of the incentive effect, a national regulation that prevents subsidising actions started before the grant request.

Authorities acknowledge that the regulatory complexity, particularly in aid schemes subject to de minimis rules and the incentive-effect condition, hindered access for some businesses. The new call, therefore, allows applications for installations initiated between 16 June 2022 and 20 December 2025, provided they comply with EU criteria under the Recovery, Transformation and Resilience Plan (PRTR).

The Regional Minister, Alejandro Sáenz de San Pedro, stressed that every possible measure within national and European law is being taken to ensure that companies do not miss funding opportunities essential for building a more efficient and sustainable energy model. He also noted that many businesses made responsible investments aligned with energy-transition goals yet were penalised by overly strict administrative requirements.

Access to self-consumption grants. A more flexible and accessible scheme

The aid is aimed at SMEs, public entities with economic activity, cooperatives, energy communities, business associations and non-profit organisations. Eligible projects include solar and wind installations up to 500 kW, and storage systems up to 100 kWh.

The procedure follows a non-competitive, first-come, first-served approach, simplifying paperwork and speeding up the decision-making process. Director-General Diego Viu emphasised that no viable project should be left out because of avoidable administrative obstacles.


Commitment to decarbonisation and competitiveness

This funding line supports the targets set by the PRTR and Royal Decree 451/2022, which establishes renewable-capacity goals for the Balearic Islands under the “Sustainable Energy in the Islands” programme.

Authorities reaffirm that the energy transition requires the active involvement of the business sector and will continue working to guide and support private investment in self-consumption, energy efficiency and renewable technologies.
