Cultural Affairs announces an €80 million call under the 2% Cultural Programme to support interventions in Spain’s historic heritage

The Ministry of Culture has announced a new funding call aimed at supporting conservation, restoration and rehabilitation projects for Spain’s historic heritage through the 2% Cultural Programme, one of the State’s key instruments for safeguarding cultural and artistic assets.

The announcement was made during the Sectoral Conference on Culture, held at the Museo Nacional Reina Sofía, with the participation of Culture Minister Ernest Urtasun and representatives of the regional governments.

The call is made possible thanks to a cooperation agreement between the Ministries of Transport and Sustainable Mobility, Housing and Urban Agenda and Culture, allowing €80 million allocated to the 2% Cultural Programme to be invested in heritage protection and enhancement projects.

The initiative will focus primarily on publicly owned and publicly accessible heritage assets that are classified as Assets of Cultural Interest (BIC), have equivalent protection status or form part of listed historic ensembles. Improvements in the application process will make project submissions clearer, more efficient and easier for institutions.

During the conference, regional governments were invited to submit their own proposals, collaborate in co-funding and assist local councils and other potential applicants. The Ministry of Culture is preparing a practical guide to support entities in presenting their projects.

Minister Ernest Urtasun emphasised the aim of ensuring that funding also reaches small municipalities, strengthening collaboration between regional and local authorities. “Regional governments play a crucial role in providing technical guidance and co-financing projects,” he noted.

Cultural Industries Action Plan

The meeting also presented the new Cultural Industries Action Plan, which outlines the main strategic goals for the sector across five priority areas:

  • access to finance,
  • professional development,
  • internationalisation,
  • innovation and digitalisation,
  • and environmental sustainability.

In addition, updates were shared on MONDIACULT 2025, UNESCO’s World Conference on Cultural Policies and Sustainable Development, and on the implementation of the Cultural Rights Plan, which redefines cultural policies through a human rights lens.
