The Balearic Government has approved the first declaration of regional strategic interest for public housing developments promoted by the Balearic Housing Institute (IBAVI), covering 31 projects currently under development and providing for the construction of more than 700 public housing units across the Balearic Islands.
This decision marks the first application of a new fast-track administrative procedure introduced by law to significantly shorten approval times and boost the supply of affordable housing for residents. Under this framework, public housing projects are treated as priority infrastructure, on a par with schools and healthcare facilities.
As announced by regional president Margalida Prohens, this initial package includes 701 public housing units and will be followed by further agreements covering additional developments. Most of the projects included in this first phase are expected to begin construction in 2026.
The strategic interest designation stems from Act 4/2025 of 18 July, which establishes urgent measures to secure land and promote strategic residential projects in the Balearic Islands. The new framework allows administrative processing times to be reduced by one to three years, depending on the municipality.

Balearic Islands activate fast-track procedure for 31 public housing developments
IBAVI is currently managing 47 public housing developments, representing a total of 1,213 housing units, a figure expected to increase as new projects are added. The developments included in this first agreement are located on land provided by local councils or acquired directly by IBAVI to expand the public housing stock.
Island-by-island breakdown
- Mallorca accounts for 17 developments in 14 municipalities, with 356 public housing units, including major projects in Palma, Marratxí, Sóller and Calvià.
- Menorca includes 9 developments in 5 municipalities, totalling 183 housing units, spread across Ciutadella, Ferreries, Es Mercadal, Maó and Alaior.
- Ibiza features 4 developments, providing 102 housing units, three in Eivissa and one in Sant Antoni de Portmany.
- Formentera will see a new development in Es Pujols, initially planned to deliver 60 public housing units.
