Spain’s Ministry of Housing and Urban Agenda has launched the 2025 call for applications under the 2% Cultural Programme, allocating a total budget of €80 million to the restoration and conservation of historical and cultural heritage.
The programme, jointly managed with the ministries responsible for transport and culture, is primarily aimed at publicly owned and publicly used heritage assets. Eligible projects include Assets of Cultural Interest, properties with equivalent protection, designated historic complexes and sites included in National Heritage Plans.
Applications may be submitted from 15 December 2025 to 18 February 2026, exclusively through the electronic platform of the Ministry of Housing and Urban Agenda.

The 2% Cultural Programme launches its 2025 call with €80 million for heritage restoration. A cornerstone for heritage protection and local development
The 2% Cultural Programme is one of the Spanish Government’s main tools for safeguarding historical, cultural and artistic heritage, linking heritage recovery to public works investment. Its approach places strong emphasis on social value, encouraging public access to restored sites and fostering the regeneration of surrounding urban and rural areas.
Key objectives include job creation, economic development in local communities, the promotion of high-quality tourism and strengthening public awareness and appreciation of cultural heritage.
Since its inception, the programme has supported 1,294 projects nationwide, following the approval of 57 additional grants under the latest partial resolution of the 2023 call. Total public investment to date exceeds €805 million, a figure that will rise further with the €80 million allocated to the 2025 funding round.
