Ibiza has expressed its support for the European opinion entitled “Towards sustainable and resilient tourism in the European Union: a strategy for balanced and adaptive management”, which was unanimously approved by the European Committee of the Regions. The broad consensus achieved highlights the relevance of this document at a key moment, as the European Commission is shaping its future tourism strategy.
For Ibiza, the opinion marks an important step forward, placing island territories at the heart of the European debate and recognising the need for specific tools to better manage tourism impacts on housing, water resources, mobility, energy and social cohesion.
The approved text outlines three core principles that closely align with Ibiza’s approach. First, it establishes residents’ well-being as the main measure of tourism success, prioritising quality of life over purely quantitative indicators. Second, it promotes data-driven adaptive management, aimed at anticipating pressures and correcting imbalances—an approach consistent with Ibiza’s policies on vehicle regulation, tackling illegal tourist accommodation and developing its own tourism intelligence systems.

Third, the opinion acknowledges Europe’s territorial diversity and, for the first time, introduces an island clause in EU-level tourism policy. This represents a major step for territories that rely heavily on external connectivity, have limited space and face unique challenges related to resources and mobility.
The document also calls for increased EU funding tailored to destinations transforming, specific instruments for island regions and a stronger role for regional authorities in shaping the future EU tourism strategy. These elements reinforce Ibiza’s commitment to a more balanced, resilient and territory-friendly tourism model.
Ibiza will continue to work actively to ensure that the recommendations set out in this opinion are incorporated into the European tourism strategy expected to be presented in the coming years.
