Spain and China have strengthened their institutional dialogue on transport with the aim of enhancing technical cooperation and knowledge exchange in high-speed rail networks, as well as in other strategic areas such as maritime and air transport.
During meetings with Chinese transport authorities, both delegations discussed potential synergies at a time when the two countries stand out globally for the scale and development of their high-speed rail systems. Particular attention was given to future technological projects and the shared interest in increasing operational speeds on key corridors.
China operates the world’s largest railway network and leads global high-speed rail deployment, while Spain holds a prominent international position thanks to its extensive high-speed coverage and the high percentage of its population connected by this mode of transport. This shared expertise creates opportunities for closer collaboration in engineering, operations and railway innovation.
Bilateral discussions also addressed cooperation in maritime and air transport. In the maritime sector, joint initiatives focused on sustainability, including green shipping corridors and emissions reduction. In aviation, Spain’s strategic role as a gateway between Europe and Latin America was highlighted.

Spain and China explore new cooperation opportunities in high-speed rail
The institutional programme included technical visits to leading Chinese railway organisations and testing facilities, where rolling stock and advanced technologies are assessed under real operating conditions. These facilities represent a point of reference for Spain as it continues to expand and modernise its rail network.
Throughout the meetings, both sides expressed their intention to continue sharing expertise in railway planning, maintenance, safety, digitalisation and station management, and to explore joint cooperation opportunities in third countries, particularly in Asia and Africa, where transport infrastructure investment remains strong.
