The Consell de Govern has approved an agreement enabling the full implementation of the insularity allowance, also known as the residence compensation, for all general services staff of the Administration of the Autonomous Community of the Balearic Islands (CAIB).
The measure will take effect in the January 2026 payroll, with immediate financial impact. The allowance will be updated, including the outstanding 0.5% increase from 2024 and the 2.5% salary rise corresponding to 2025.
This agreement fulfils section 3.2 of the Framework Agreement of the Public Employees’ Negotiation Board, ratified on 25 April 2025, and represents a key step towards pay equality for general services staff within the regional administration.
Agreement approved to pay the insularity allowance to CAIB general services staff starting January 2026
From 2026 onwards, all groups of civil servants and public employees will progressively move towards receiving the same amount of the insularity allowance as Group A1. The implementation will follow a gradual schedule to ensure budgetary sustainability:
- 33.33% from 1 January 2026
- 66.66% from 1 January 2027
- 100% from 1 January 2028
The decision was previously communicated to the trade unions represented on the General Negotiation Board and the General Services Sectoral Board during extraordinary meetings held on 15 January.
With this agreement, the regional administration moves forward in fulfilling its commitments to public sector employees and strengthens the improvement of working conditions for general services staff within the CAIB.
