Public consultation opens for the decree implementing the Industrial Estates Law in the Balearic Islands

The Balearic Islands Ministry for Enterprise, Self-Employed Workers and Energy, through its Directorate-General for Industry and Industrial Estates, has opened the public consultation and hearing process for the draft decree implementing Law 5/2025 on the management and modernisation of industrial promotion areas in the Balearic Islands.

The consultation period runs from 16 January to 5 February 2026, during which individuals, organisations and representative associations may submit comments via the Citizen Participation Portal of the regional administration.

At the same time, consultations are being carried out with other regional departments, island councils and local authorities, through the Federation of Local Authorities of the Balearic Islands (FELIB).

The draft decree aims to establish a professional management framework for industrial promotion areas through the creation of Management and Modernisation Entities (EGM) and Collaborative Management and Modernisation Entities (EGMC). These bodies are designed to enhance the efficiency, competitiveness and modernisation of industrial estates across the Balearic Islands.

The regulation defines industrial promotion areas as zones where industrial use is predominant or suitable for productive development, in line with local economic development objectives.

In addition, the decree provides for the creation of a Register of Management and Modernisation Entities, regulates its operation, and establishes an Integrated Information System for Industrial Promotion Areas. It also introduces the designation of Strategic Industrial Municipality and a Quality System for Industrial Promotion Areas, aimed at fostering continuous improvement and strengthening industrial competitiveness.
