The Government of the Balearic Islands has processed the payment of January salaries, including a 2.5% salary increase for 2025, along with the initial payment of the island allowance. This measure benefits nearly 44,000 public employees of the Autonomous Community of the Balearic Islands (CAIB).
The Conselleria de Trabajo, Función Pública y Diálogo Social reported this salary update at the Public Employees’ Negotiation Board meeting held on 15 January, attended by representatives of the trade unions UGT, CCOO, STEI, CSIF and Simebal.
The salary increase applies to civil servants in general services, teaching staff, healthcare professionals within the Health Service, as well as labour staff, including employees of the instrumental public sector. In addition, an extra and consolidated salary increase of 0.5% corresponding to 2024 had already been applied during 2025.

The January payroll also includes the first payment of the residence allowance, commonly referred to as the island allowance, which is intended to offset the higher cost of living in an island territory. This measure implements section 3.2 of the Framework Agreement of the Public Employees’ Negotiation Board, ratified on 25 April 2025.
The agreement establishes that, from 2026 onwards, all groups of civil servants and labour staff will progressively move towards receiving the same amount of island allowance as Group A1. The implementation schedule provides for 33.33% from 1 January 2026, 66.66% from 1 January 2027 and 100% from 1 January 2028, ensuring the budgetary sustainability of the measure.
Regarding the back pay corresponding to 2025, the Government has stated its intention to settle these amounts during the month of March.
Additional salary improvements
In February, the remaining 35% of approximately €150 million previously frozen by the former executive will also be paid, following the payment of 65% of the outstanding amounts last year.
Furthermore, before 30 June, the Government plans to pay the amount claimed by UGT in relation to salary cuts applied to CAIB civil servants during 2020 and 2021, after the union withdrew its legal action.
