The Oficina para la Transición Energética completed 2025 with a record level of activity, registering more than 18,600 consultations across the Balearic Islands. This represents a 70% increase compared to 2024 and significantly exceeds the annual target of 15,000 users.
The service, promoted by the Instituto Balear de la Energía, focused much of its work on advising citizens and businesses on energy-related grants, while also providing technical support to local councils.
December was the busiest month of the year, with 977 in-person consultations, complemented by 675 interactions via social media and 173 enquiries through the website. Most face-to-face requests were linked to grant applications, file status enquiries and general information on available financial support.
Key areas of interest included the Melib Network, applications for the Social Bonus, guidance on electricity and gas bills, shared self-consumption initiatives promoted by the IBE, and renewable energy generation projects.

Energy Transition Office records over 18,600 consultations in 2025, marking a sharp rise in demand
At the municipal level, the Office provided technical assistance to several town councils, particularly in relation to the Refugis25 call, aimed at creating climate shelters as thermal comfort spaces across the Balearic Islands. Additional support was offered in areas such as self-consumption programmes, energy supply optimisation, awareness-raising activities and strategic energy planning.
Throughout 2025, local authorities submitted 239 consultation requests, while 150 tailored services were delivered to municipalities. These included actions linked to the Melib Network, Sustainable Energy and Climate Action Plans (SECAPs), public procurement processes and legal matters.
The overall activity of the Office generated an estimated economic impact of €234,243.26, distributed across Mallorca, Menorca and Ibiza. The service currently operates permanent offices on several islands, supported by mobile teams and a multidisciplinary staff of 20 professionals.
