Mallorca moves forward in regulating and reducing the tourist accommodation cap with a focus on legal certainty

Mallorca continues to progress in a structured planning process aimed at regulating and organising the maximum number of authorised tourist accommodation places on the island, to align this limit with the territory’s real capacity and consolidate a balanced and sustainable tourism model. Since the beginning of the current term, the tourism administration has been working consistently to define this cap, which currently stands at approximately 430,000 legally authorised places.

During a plenary session, the island’s tourism councillor, Guillem Ginard, outlined the ongoing efforts to organise and regularise tourist accommodation, stressing the need for decisions to be based on verified data and rigorous capacity studies. Under the current regulatory framework, any modification of the accommodation cap must be supported by formally approved capacity assessments.

The current approach prioritises caution and legal certainty, avoiding hasty measures that could lead to unintended economic, social or territorial consequences. At the same time, the option to reduce the number of tourist places remains open, provided that such a reduction is implemented responsibly, gradually and based on solid technical criteria.

This strategy focuses on ensuring regulatory order and territorial coherence, intending to achieve a sustainable balance between tourism activity, environmental protection and residents’ quality of life. The work is framed within a medium- and long-term vision designed to secure the future sustainability of Mallorca’s tourism model.
