The Municipality of Estellencs has begun the initial approval process for its first locally developed urban planning framework following the delivery of the technical documentation prepared by the Island Council of Mallorca. This General Plan represents a major milestone, replacing a long-standing provisional regulatory system with a planning instrument aligned with current legislation and local needs.
The plan establishes a compact and sustainable territorial model aimed at ensuring rational land use while safeguarding the natural and cultural values of the Tramuntana mountain range. A key component of the framework is the inclusion of a catalogue of protected elements and spaces, together with a Special Plan designed to preserve the historic centre of Estellencs, officially recognised as a cultural heritage site.

Estellencs moves forward with its first urban planning framework based on sustainability and consensus
The planning document provides comprehensive solutions to the municipality’s main challenges by allocating land for parking facilities, improving mobility, developing new public infrastructures and promoting access to affordable housing. Mobility measures include the creation of peripheral roads to divert traffic away from the historic core, pedestrian-priority areas with restricted access for residents, and the addition of new parking spaces in strategic locations to reduce vehicle congestion, particularly during peak seasons.
In terms of housing, the plan designates land for public protected housing and identifies vacant dwellings to be incorporated into affordable housing schemes, to support population stability and prevent youth outmigration. Key infrastructure projects are also included, such as a new wastewater treatment plant with increased capacity and a new municipal water reservoir to secure supply.
The General Plan has been developed through a broad participatory process, incorporating numerous contributions from residents, associations and professional groups. This collaborative approach has resulted in a modern and balanced planning framework focused on sustainability, universal accessibility and the overall quality of life of the local community.
