Spain Supports More Than 124,000 People Through the State Reception System in 2025

Spain assisted a total of 124,170 people throughout 2025 through the State Reception System, managed by the Secretariat of State for Migration via international protection and humanitarian assistance mechanisms. This effort consolidates an unprecedented protection network designed to ensure basic support for applicants and beneficiaries of international and temporary protection who lack sufficient economic resources.

During the year, the system operated with an overall capacity of 56,053 places, distributed between the International Protection Reception System and the Humanitarian Assistance Programme. This structure enabled an effective response to evolving migration patterns and to changes in arrival trends observed in recent years.

Spain Supports More Than 124,000 People Through the State Reception System in 2025

After two years of particularly intense migration pressure, especially in the Canary Islands, 2025 saw a significant decrease in arrivals to Spain, including a substantial reduction in maritime arrivals to the archipelago. In contrast, arrivals to the Balearic Islands increased, prompting the activation of exceptional measures to strengthen reception and humanitarian support.

In response to these shifts, the state system enhanced its operational capacity, enabling the relocation of thousands of people from the Canary Islands to mainland Spain and ensuring adequate reception for those arriving in the Balearics, while preventing excessive strain on initial entry points.

The Secretary of State for Migration, Pilar Cancela, emphasised that Spain’s migration policy is firmly grounded in human dignity and fundamental rights, highlighting migration as an opportunity both for those who arrive and for the host society.

Within the International Protection Reception System, more than 69,000 individuals received tailored support pathways aimed at fostering personal autonomy and social and labour integration. At the same time, the Humanitarian Assistance Programme supported over 54,000 people in situations of particular vulnerability who arrived by sea or through land borders.

Spain also implemented a specific response to the rise in arrivals to the Balearic Islands, including the declaration of a migration emergency and the deployment of accommodation, healthcare, interpretation services, security measures and basic assistance.

In addition, during 2025 the system received individuals evacuated through international humanitarian operations, including minors from conflict zones, reinforcing Spain’s commitment to humanitarian action and international cooperation.
