Police Tutor Programme records first post-pandemic decline in school bullying and conflict in the Balearic Islands

The 2024–2025 report of the Balearic Islands Police Tutor Programme confirms, for the first time since the pandemic, a shift in the trend of school bullying and conflict. The data show an overall reduction in interventions carried out in educational settings, along with a decrease in incidents related to criminal behaviour and public safety, signalling the beginning of a sustained downward trend.

Over the last academic year, programme officers conducted a total of 5,786 interventions, representing a 5% decrease compared to the previous year. Of these actions, 2,482 took place within schools, 3,029 involved minors outside the educational environment, and 275 were related to incidents linked to new technologies. The downward trend is evident across most of the indicators analysed.

With regard to school bullying, the report highlights a stabilisation of cases after several consecutive years of increase. A total of 181 interventions were recorded during the 2024–2025 academic year, slightly fewer than in the previous period. Significant reductions were also observed in other criminal-related areas, including theft and robbery in schools, alleged offences and damage to facilities and vehicles.

Public safety indicators within the school environment also show positive developments. Conflicts between students, interventions involving expelled pupils and the identification of suspects near schools have all declined. Serious confrontations between students and teachers have remained stable, reinforcing the overall trend of containment.

The Director General for Emergencies and Interior, Pablo Gárriz, together with the programme coordinator, Rafel Covas, have emphasised that these results are closely linked to the preventive and educational work carried out by police tutors in schools. This preventive approach has contributed to increased awareness and earlier detection of risk situations.

The report also indicates a reduction in drug consumption and possession within schools, while noting a significant rise in the use of vaping devices and tobacco on school premises, as well as increased drug-related incidents outside educational centres. School absenteeism remains at levels similar to the previous year, with a slight increase, and interventions related to internet and social media remain stable.

During the 2024–2025 academic year, the 102 police tutors delivered more than 2,000 preventive sessions across 63 municipalities, reaching over 50,000 students and hundreds of families. These educational actions, focusing on bullying prevention, responsible use of technology, substance abuse and coexistence, strengthen a well-established programme that continues to receive very positive evaluations from the educational community.
