The Consell de Mallorca Applies for a New SOIB Local Development Grant 2026-2027 to Strengthen Employment Policies

The Consell de Mallorca, through its Department of Finance, Innovation and Public Function, has formally submitted an application for a new grant under the SOIB Local Development Programme 2026-2027. This initiative aims to ensure the continuity of active employment policies and to reinforce the island’s territorial socio-economic development strategy. The programme is implemented in collaboration with the Balearic Islands Employment Service (SOIB) and funded by the Government of the Balearic Islands through earmarked budget allocations.

The forthcoming Action Plan, integrated into the Council’s Local Employment Strategic Plan, includes measures focused on entrepreneurship, business development, innovation, and the implementation of best practices in employment policy. These actions are designed to promote social and labour market integration for programme participants while strengthening the island’s productive structure.

The Consell de Mallorca Applies for a New SOIB Local Development Grant 2026-2027 to Strengthen Employment Policies

Implementation is carried out by the Local Employment and Development Agents (AODL), a specialised technical team recruited under a 2023 grant, whose mandate extended until December 2025. Throughout 2024 and 2025, the AODL team managed several public employment initiatives.

Among them, SOIB Reactiva supported public recruitment projects within municipalities, local entities, associations of municipalities, island councils and related public bodies. The programme focused on hiring unemployed young people and individuals over 30 years old, particularly those facing long-term unemployment, facilitating their reintegration into a labour market undergoing structural transformation.

Additionally, SOIB Qualified Youth enabled the recruitment of unemployed young individuals aged between 18 and 29, registered as job seekers and beneficiaries of the National Youth Guarantee System, holding university degrees, advanced vocational training qualifications, or level 3 professional certificates. Co-financed by the European Social Fund Plus (ESF+) under the 2021-2027 regional programme, this initiative provided practical professional experience, fostering essential skills such as communication, teamwork and problem-solving to enhance long-term employability.

The SOIB Dona programme further contributed to labour market inclusion by supporting women victims of gender-based violence. This measure subsidises public and non-profit entities to cover salary costs, social security contributions and complementary actions derived from twelve-month employment contracts. Participants benefit from specialised mentoring through the SOIB tutor network and receive priority access to job placement services, private-sector hiring incentives and self-employment or vocational training support after completing the programme. The initiative represents an innovative approach to women’s economic empowerment and aligns with the objectives of the Balearic Quality Employment Plan 2022-2025.

Quantitative Impact and Professional Profiles

Between 2024 and 2025, a total of 90 individuals were hired through these programmes, including 68 women and 22 men, demonstrating strong female participation.

Age distribution shows 37 employees under 29 years old, 27 between 30 and 45, and 26 over 46, highlighting the cross-generational reach of the initiatives.

Professional profiles covered a broad spectrum of local service needs. Frequently filled positions included administrative assistants, administrative staff, labourers and cleaning personnel. University graduates were recruited in fields such as Audiovisual Communication, Architecture, Law and Economics.

Highly qualified professionals were also incorporated in Architecture, Environmental Education, Industrial Engineering, Industrial Electronics Engineering, Economics, History, Pedagogy, Journalism and Tourism, alongside advanced vocational qualifications in Executive Assistance, Systems Administration, Administration and Finance, and Forestry and Natural Environment Management, as well as dual degrees in Law and Business Administration.

By applying for the 2026-2027 SOIB Local Development grant, the Consell de Mallorca reiterates its institutional commitment to local development, employment innovation, and the strengthening of social and economic cohesion across the island.
