The event was organised by the Directorate General for Strategic Projects, European Funds and Administrative Simplification of the regional government in collaboration with CAEB. During the session, participants were introduced to the main features of the UAPE, a mechanism designed to accelerate administrative procedures related to strategic business initiatives and improve coordination between public administrations.

The session began with opening remarks from CAEB’s secretary general, Sergio Bertrán, and the director general for Strategic Projects, European Funds and Administrative Simplification, Bárbara Barceló. During the presentation, Barceló explained the key measures included in Decree Law 8/2025, a regulation promoted by the regional government and validated by the Parliament of the Balearic Islands that establishes urgent measures to speed up administrative procedures and strengthen the region’s ability to attract investment.

Among the topics addressed were the mechanisms designed to shorten administrative timelines, simplify procedures and enhance coordination among public bodies involved in processing strategic investment projects.

The event also included an open discussion session in which participants were able to ask questions regarding requirements, procedures and the opportunities created by this new regulatory framework for strategic business initiatives.

The meeting concluded with a networking luncheon that allowed business leaders and institutional representatives to exchange views and strengthen professional connections.

During the event, it was also recalled that the Directorate General for Strategic Projects maintains a collaboration agreement with the CAEB Strategic Business Projects Office to provide companies in the Balearic Islands with specialized advisory services. This service offers guidance on the development of strategic projects and information about access to different available financing sources.

The Strategic Projects Acceleration Unit is part of a broader set of measures aimed at supporting private strategic investment. These measures include the creation of a single administrative contact point, a catalogue of incentives for strategic projects and advisory services to support the development and maturation of business initiatives. The objective is to reduce bureaucracy, streamline procedures and strengthen a favorable environment for economic growth, competitiveness and economic transformation in the Balearic Islands.
