Approximately one hundred professionals from public safety bodies and local administrations are participating in Mallorca in the 8th Animal Welfare Conferences, an initiative promoted by the regional government aimed at strengthening training and institutional coordination in the field of animal protection. Most attendees are members of local police forces from different municipalities across the Balearic Islands, although institutional representatives and technical staff from several public administrations are also present.

The training sessions have been organised through the Public Security Institute of the Balearic Islands with the objective of providing specialised guidance and updated knowledge regarding the management of domestic animals within human environments. The initiative responds to the growing demand from local councils for clearer operational criteria to apply current regulations and address situations related to the coexistence between animals and citizens.

A central focus of the programme is the practical impact of the new animal welfare legislation and the reform of the Penal Code approved in 2025. Both legal frameworks have significantly reshaped administrative and policing responsibilities in matters related to animal protection. During the first day, participants explored topics linked to animal behaviour, prevention of risk situations and the legal implications of potential animal abuse cases.

Key presentations examined practical aspects of animal welfare, particularly the management of canine aggression in contemporary society. In addition, attendees received updates on current animal protection regulations and insights into judicial procedures related to crimes involving animal mistreatment.

The second day of the conference will focus on the practical enforcement of the legislation and police procedures in incidents such as dog attacks, taking into account the recent amendments to the Penal Code. The programme will also include a legal analysis of animal abuse offences, the presentation of veterinary case studies and a review of actions carried out during 2025 in the field of animal protection. The event will conclude with a round table discussion aimed at encouraging knowledge exchange and strengthening cooperation among authorities and professionals involved in animal welfare.
