The Consell d’Eivissa has implemented, for the first time in the Balearic Islands, a significant reduction in a sanction related to a property used as unauthorised tourist accommodation after the dwelling was incorporated into the regional Lloguer Segur program, which aims to increase the availability of residential rental housing.

The measure forms part of the actions promoted by the Office for the Fight Against Intrusiveness, which introduced incentives in sanctioning procedures last year to encourage properties previously used for unregulated tourist rentals to transition into the residential housing market.

In this case, the property identified as a tourist rental without the required authorisation was incorporated into the social rental program after the owner agreed to the established conditions. As a result, an 80% reduction in the initial penalty was applied. Combined with additional administrative reductions, including early payment and acknowledgement of responsibility, the final amount of the fine was reduced from €275,000 to €33,000.

This initiative is part of a broader institutional strategy designed to strengthen oversight of illegal tourist accommodation while also increasing the number of homes available for residential rent. Adjustments made to certain parameters within sanctioning procedures aim to encourage property owners to integrate their properties into public rental programs.

Through the Lloguer Segur scheme, property owners can transfer the management of their homes to the Balearic Government for a period of up to seven years in exchange for a guaranteed rental income. In turn, the administration makes these properties available to residents at a rental price up to 30% below the market rate, contributing to improved access to housing on the island.
