State Security Forces strengthened their efforts against human trafficking and human exploitation throughout 2025, leading to the rescue of 1,869 victims, including 28 minors. The annual figures represent a 4 percent increase compared with the previous year and highlight the extensive work carried out to combat these serious crimes.
The National Police and the Civil Guard conducted 413 operations, resulting in the arrest of 1,056 individuals and the dismantling of 112 criminal organisations and groups. In parallel, thousands of administrative inspections were carried out in workplaces and locations linked to prostitution in order to identify vulnerable individuals and provide protection to potential victims.
Among those rescued, 858 had been recruited by organised criminal networks through deception, violence or abuse of vulnerable circumstances for purposes including sexual exploitation, labour exploitation, forced marriages, begging and criminal activities. A further 1,015 people were identified as victims of sexual or labour exploitation, although the involvement of organised trafficking networks could not be conclusively established.

Spain freed 1,869 victims and dismantled 112 human trafficking organisations in 2025
Operations targeting sexual exploitation enabled authorities to free 374 victims controlled by trafficking organisations and an additional 397 individuals exploited in prostitution-related environments. In the field of labour exploitation, law enforcement actions resulted in the rescue of 393 victims of trafficking and 618 people subjected to abusive working conditions.
State Security Forces also intervened in cases involving forced marriages, criminal exploitation and forced begging. At the same time, the measures implemented under the National Strategic Plan against Human Trafficking and Exploitation have made it possible to carry out more than a thousand actions aimed at strengthening institutional coordination, enhancing prevention mechanisms and improving the detection of these criminal activities.
