Spain has presented a proposal to create an international coalition of countries aimed at strengthening the protection of children against the challenges posed by Artificial Intelligence. The initiative was introduced during the first United Nations Global Dialogue on Artificial Intelligence Governance held in Geneva, with the goal of establishing a common framework that safeguards the rights, safety and development of children and adolescents in digital environments.

The proposed alliance seeks to coordinate the efforts of governments, international organisations, industry and civil society to encourage the development of AI systems that are safe by design while reducing risks such as manipulation, harmful online content, the creation of illegal synthetic material and algorithmic profiling targeting minors.

Spain is working to secure international support so the initiative can be developed under the framework of the United Nations and contribute to a global governance model for Artificial Intelligence based on the protection of fundamental rights. The proposal already has the backing of several international partners and aims to establish shared standards for addressing emerging technological challenges.

The meeting also highlighted the importance of acting quickly to ensure that the rapid evolution of Artificial Intelligence is accompanied by effective oversight mechanisms. The proposal supports balanced regulation that enables innovation while protecting citizens, with particular attention to the wellbeing and safety of children.

Spain also reaffirmed its commitment to developing ethical, competitive and trustworthy Artificial Intelligence by promoting technological innovation alongside international cooperation and supervisory frameworks that encourage the responsible use of AI technologies.
