Inca and Palma developed in public-private collaboration the first virtual guardian agent that incorporates artificial intelligence in the fight against bullying and technological addictions

Since the beginning of 2023, the Municipal Institute of Innovation (IMI) and the Smart Office of Palma, together with the Tutor Agent of the Local Police of the municipality of Inca and a Mallorcan start-up, have been working on the development of an experimental pilot ChatBot.
This innovative service arises with the challenge of applying AI in the public sector and assisting parents, family members and adolescents facing problems such as bullying, bullying and technology addiction among others.

The Xatbot Agent Tutor offers easy and immediate 24/7 access, providing specialised information and privacy from any device. It understands more than 60 languages. Interaction is intuitive and allows for multiple simultaneous conversations. It also makes it easy to schedule appointments with human agent tutors for specialised assistance.

In addition, this Chatbot leverages the expertise of human agent tutors who access an online dashboard through which they easily configure and train the Bot using forms, which they fill in with information. When the Bot is activated, a dashboard is enabled to measure the impact of the new service.

Each member of the project led and coordinated by the Palma Smart Office, has incorporated their specific knowledge for the design and creation of this new service. The Smart Office has also laid the foundations of how to design and incorporate an AI innovation pilot through this specific use case.

On the other hand, the collaboration and contribution of more than 12 years of experience in the prevention of bullying and addictions to technologies by the tutor agent of the local police of Inca, Manel Crespí, has been fundamental. Finally, the assessment of the start-up has been key to the design and implementation of the technological architecture of the model.

This new service aims to democratise the use of artificial intelligence in public services. Inca and Palma will be the first cities to test the service. A free activation service available in the cloud by any municipality, without licence costs, using a pay-per-use model of tokens/extra credits. The concrete objective is that any municipality can test the advanced artificial intelligence models with a concrete use case.

Moreover, this service aims to strengthen the role of the human guardian agent and empower citizens through AI: with this innovative service, artificial intelligence (AI) is placed at the service of citizens 24 hours a day, 365 days a year.

This frees up human resources in the municipality to focus on higher-value tasks, improving the efficiency and quality of services offered to citizens. This AI-powered Chatbot is not intended to replace the human agent tutor, but to complement, enhance and reinforce their work. Agenttutor.ai represents a bold step towards a future where technology and human collaboration come together to address pressing social problems.

This AI Bot uses cutting-edge artificial intelligence from OpenAI and is validated by human agent tutors. It is designed to meet the goals of the statewide (ENIA) and regional AI strategy.

The test phase of a small group of participants was completed at the end of September, and the results of using this new service were very positive. The service is now ready to be activated initially in Inca and Palma in the coming months. An innovative service that will revolutionise municipal communication and promises efficiency in the municipalities and entities that join the project.
