Aid in the Balearic Islands stands at 73.1%
The Execution of the European Agricultural Fund for Rural Development (EAFRD) in terms of aid from the Rural Development Program (RDP) – which manages the Agricultural and Fisheries Guarantee Fund of the Balearic Islands (FOGAIBA) stands, in the case of the Balearic Islands, at 73.1%; a figure higher than the Spanish average, located at 66.1%, and the average of the European Union, which is at 68.3%.
These data have been released at the 14th meeting of the Monitoring Committee of the Rural Development Program of the Balearic Islands 2014-2022 that has been developed this Wednesday and Thursday at the Ministry of Agriculture, Fisheries and Natural Environment. This Monitoring Committee of the RDP of the Balearic Islands is the body provided by the regulations of the CAP, for the follow-up, control, evaluation and monitoring of the RDP in all territories. Together with representatives of the European Commission and the Ministry of Agriculture, it is attended by representatives of agricultural organizations, cooperatives and entities that work with the island’s primary sector. This Monitoring Committee includes the review of the implementation of the program in the period between October 30, 2022 and October 30, 2023.
The general director of Agriculture, Livestock and Rural Development, Fernando Fernandez, explained that “we are in the process of the conclusion of the program. During this 2023 and next 2024 we will finish executing and paying all the actions of the previous period”. In this sense, it should be remembered that there are only two more monitoring committees and, therefore, “the effort of the Consellería is in closing the implementation of each of the measures and adjust the amounts and transfers between one and the other to be able to execute the entire available budget,” added Fernández.
The degree of implementation of this RDP aid, co-financed by the EAFRD, the Ministry of Agriculture, Fisheries and Food and the Govern de les Illes Balears, also means, in the words of the director general of Agriculture, Livestock and Rural Development, that “according to the declared payments, that is, everything that has been convened, resolved and paid, already exceeds 70%, which means that we are the fourth autonomous community in execution rate, exceeding the national average by five points”. “In addition,” remarked Fernández, “if we add to this payment percentage everything that has already been called and is pending resolution, or the projects that are already in the payment process, the total execution commitment will be close to 98%”.
It should be recalled that the total public expenditure (FEADER, Ministry and CAIB) allocated to the RDP, initially planned for the period 2014-2022 was 164.49 million euros and has reached 199.97 million. “This demonstrates the very high commitment of additional funding from the CAIB to the PDR of the Balearic Islands. Almost 50 million more funding has been added for our agricultural sector.”
