The Government of the Balearic Islands, through the Ministry of Housing, Territory and Mobility, has activated the Build to Rent programme to increase the supply of public housing and has approached all the local councils of the Balearic Islands to provide information on vacant land in each municipality so that the councils can identify land in their area that could be used for the construction of new public housing developments through this programme.

The Government is activating the Build to Rent programme to increase the supply of public rental housing

This initiative consists of the transfer of public land to the private initiative for the construction of public rental housing, both for the construction of new social housing developments and for the promotion of public housing, and is added in parallel to the continuity of the IBAVI’s actions for the public construction of new social housing developments, also for rental purposes.

These lines of work are aimed at increasing the supply of housing available in the municipalities of the Islands, together with the regulatory measures approved by the Government through the Decree Law on urgent housing measures, which is currently in parliamentary procedure as a bill. In this sense, the new programme Construir para alquilar (Build to Rent) is part of the implementation of the Decree-Law to increase the construction of new public housing on the Islands.

About this new programme, the Government has carried out preliminary work to identify vacant land for residential use, whether publicly owned or destined for facilities, and is now beginning a preliminary consultation with all the local councils of the Balearic Islands, as part of the steps to be taken to prepare a public call for land tenders proposed by the different local councils of the Islands to be used for the construction of new public housing.

The councillor for Housing, Territory and Mobility, Marta Vidal, and the director general of Housing and Architecture, José Francisco Reynés, appeared on Tuesday to explain the implementation of this programme and the various phases of the process. This week, the consultation of town councils has begun. Councillor Vidal has sent a letter to all the town councils in the Balearic Islands to inform them of this new line of work and to provide information on the vacant land detected in each municipality.

With this step, collaboration and information are provided to the municipalities that can help the councils to identify those lands that, due to their characteristics and location, could form part of the future public call for applications. The information on vacant land has been worked on in recent months by the Directorate General for Territory and Landscape and the Cartographic and Geographic Institute of the Balearic Islands.

With the Build to Rent programme, the Government wants to increase the supply of public housing on the Islands and is focusing on the construction of new public housing developments: both new subsidised housing and public housing. These are public housing units aimed at specific groups, such as people in situations of vulnerability, or which are preferentially destined for public employees who have been displaced to cover health, teaching and security needs, among others.

The Build to Rent programme consists of several phases. Firstly, the current phase of land identification and prior consultation with the town councils; and subsequently, the preparation of an initial catalogue of land, with those lands confirmed by the town councils; the feasibility studies on the economic conditions of the actions and the duration of the concessions; and the definitive catalogue of land, which will specify the total surface area and the number of dwellings that can be built.

The next phase will be the signing of the corresponding agreements with the local councils for the transfer of municipal land to the Autonomous Community to be used in this programme; and finally, the call for public tender by the Autonomous Community for the transfer of the right of superficies to the private initiative for the construction and management of the subsidised rental housing or the public housing.
