The Public Ethics Commission of the Autonomous Community
The Public Ethics Commission of the Autonomous Community of the Balearic Islands, the body responsible for advising on the application of the Code of Ethics of the Government of the Balearic Islands, to which both members of the current Executive and senior officials and temporary staff of the Administration and the instrumental public sector that depends on it, have adhered, has been constituted today.
The Commission has been constituted as follows: President, Jaume Porsell Alemany, Director General of Coordination and Transparency; members, Francisca Bennasar Tous, Joana Maria Petrus Bey and Joan Manera i Jaume; and Secretary, María José Bauzá Alonso, Secretary General of the Ministry of the Presidency and Public Administrations. The members met today at the headquarters of the ministry, where they were greeted by the councillor Antònia Maria Estarellas.
The main functions of the Commission, provided for in the sixth point of the Code of Ethics approved in 2016 -and renewed in 2021- are to promote the effective application of the Code of Ethics, attend to consultations on its application, make recommendations, draft annual monitoring reports, promote training and dissemination programmes on public ethics, create working groups to study specific issues, receive observations and suggestions on the Code, formulate suggestions for its reforms and advise the competent bodies in cases of non-compliance.
With the changes in government resulting from the last regional elections, it became necessary to update the composition of the CEP, which must be made up of the head of the directorate general responsible for transparency, who chairs it; a person with the rank of director general or similar attached to the Regional Ministry of the Presidency, Transparency or Public Administration, who acts as secretary; and three persons with experience, competence and proven professional prestige in matters related to ethics, law or the governance of organisations, both in the public and private sectors, appointed by the Government of the Balearic Islands, who act as members.
The composition of the CAIB’s Public Ethics Commission was approved by the Consell de Govern on 2 February at the proposal of Councillor Estarellas.
