The Government of the Balearic Islands today presented the single, permanent job bank, a new way of accessing the Administration’s temporary job offer that is the result of an agreement with the trade unions signed through the General Services Sectoral Committee last June. Also, as a novelty, she announced the single point on the CAIB website https://www.caib.es/webgoib/es/empleo-publico where, throughout the year, citizens will be able to consult the information on job vacancies corresponding to both the general services and civil service of the Government and each of the public companies that the Administration offers in a more agile way.

The Councillor of the Presidency and Public Administrations, Antònia Maria Estarellas, explained that with the implementation of the single, permanent job bank ‘we are taking another step forward in the search for administrative simplification that will help to alleviate the current problems related to the coverage of temporary vacancies within the Administration’.

Estarellas recalled that until now, the administration had to resort to several different job exchanges to cover vacancies or staffing or recruitment needs. When the stock exchanges were exhausted, either because no applicants were accepted or because they were no longer available, a new stock exchange had to be created, delaying the coverage of these staffing needs.

Now, with the creation of a single, permanent pool for each body of the CAIB Administration, the Govern, according to Estarellas, ‘manages to solve this problem, since the new pool will be updated before it runs out, thus creating a more agile Administration that is always covered with the necessary personnel so that citizens can be attended to with all the guarantees’.

How the single pool will work

The single, permanent pool will automatically include those applicants who have passed a test in the competitive examinations without obtaining a place. These will have preference over citizens who, having fulfilled the requirements to occupy the job vacancy offered, can apply at any time, even if they have never taken part in any of the exams in previous competitions.

In this way, more people are available to fill temporary job vacancies and bring young people closer to the Administration, given that ‘before, you could not apply for a job when you needed one, but only when the Administration opened a procedure, which often made it difficult to get a job in the Administration’, added Estarellas, who was accompanied at the presentation by the Director General of Civil Service, Antoni Mesquida, and the Director General of Coordination and Transparency, Helena Rubí.

In the general services of the government’s Administration, there are more than 140 bodies corresponding to various technical professions. The job exchanges for each of these professions will be created according to the need to cover the jobs. This means that the first to be opened will be those job exchanges where the Administration does not have professionals who can fill the vacancies. The exchanges will be updated at least twice a year. It should also be noted that these exchanges are unique for all the islands. Therefore, applicants will only have to pay the fees once, whichever island they choose.

The Govern de Catalunya has already announced the first vacancies for agronomists, and during the first week, 15 people have already applied. In the next 15 days, the employment medicine, general administration nursing, non-assistance medicine and technical forestry engineering vacancies will be opened. Later on, the bursaries for other technical professions such as architecture, computer science, biology, industrial engineering and also civil engineering, journalism and psychology, among others, will be opened.
