On July 24, 2025, the City Council of Inca and ADEMA University signed a public‑private collaboration agreement to launch a housing platform for students, faculty, and staff of ADEMA’s new Higher Education Campus in Inca, the capital of the Raiguer region.

The initiative aims to make suitable local housing more accessible for academic and institutional personnel choosing Inca as their study or work base, responding to a phase of growth in educational offerings in the municipality.

Inca and ADEMA

Signatories to the agreement included Virgilio Moreno, Mayor of Inca; Diego González, President of ADEMA; Alberto Gómez, Rector of Universidad Isabel I; and Andreu Caballero, Urban Planning Councillor.

Main objectives and actions

  • Mobilise the local housing supply by encouraging property owners in Inca to make their flats or houses available to the university community.
  • Launch informative campaigns and institutional communications, and explore tax incentives or other benefits to motivate owner participation.
  • Develop a support, mediation, and monitoring system to ensure smooth cohabitation and contractual compliance.
  • ADEMA pledges to inform its academic community about the housing platform, facilitate student–landlord contacts, produce informational materials, and take part in continual improvement of the scheme.

Monitoring committee

The agreement includes the formation of a mixed oversight commission, comprising representatives from both parties. It will meet at least twice annually to oversee the initiative, address any issues, and propose enhancements.

Expected impact

Through this agreement, Inca seeks to position itself as an emerging university hub on Mallorca, attracting students and faculty from across the islands and beyond. The influx of university community members is expected to invigorate local commerce, hospitality, services, and cultural life, boosting economic activity and social cohesion.

From ADEMA’s perspective, the initiative represents a strategic commitment to decentralise higher education, linking quality academic programming to the territory and expanding educational opportunities beyond Palma.
